Bellevue revisits rental inspection ordinance

A trimmed-down version of that perennial Bellevue nightmare known as a rental inspection ordinance may have lost enough excess baggage to get inspectors in the doors of the borough’s apartment buildings.

The frequently debated and always abandoned legislation now before council is dramatically streamlined from its previous versions, which contained broad and potentially unlawful requirements regarding tenant registration.

Editor:

Following the June 22 meeting of Bellevue Council the mayor and I had a chance to chat. Mr. [George] Doscher wanted to clarify some things with me. The mayor made it clear that he is not in favor of new recreational burning restrictions in Bellevue. He told me he is satisfied with the way things are now. Mr. Doscher previously stated before council that he enjoys burning in his own yard and that “just a few” can spoil things for everybody else in the community.

Editor:

While additional delay in the process of getting a new outdoor burning ordinance for Bellevue is disappointing to those of us with allergic and other respiratory health problems, I must say I felt encouraged by our mayor's and council member Mark Panichella's comments. Mayor George Doscher and Mr. Panichella both agreed at the June council workshop meeting that our new ordinance needs to have "teeth" to it, an enforcement component.

Emsworth quits COG

Emsworth officials have decided to cancel the borough's membership in the Quaker Valley Council of Governments as a cost-cutting measure, but the savings may not last long.

Borough council member David Heflin said that 2010 dues would run $1,600-$1,900, a sum council member Amy Adams said could be better put toward balancing next year's budget because the borough does not use any of the services that come from being a QVCOG member.

Arson?

Bellevue police and fire officials were unable to confirm Thursday that the fatal May 15 fire at the Bellevue Mansions apartment building was an arson.

The fire, which resulted in the death of a 22-year-old male and the evacuation of more than 100 residents, has been under investigation by the Allegheny County fire marshal’s office.
