The public missed an opportunity to learn some budget basics and get an indepth look at Northgate’s proposed 2012-13 budget at a special meeting last Monday.

Business manager Christopher Ursu presented an overview of the proposed spending plan to the handful of people in attendance, which included three school board members and superintendent Dr. Reggie Bonfield.

A proposed preliminary budget approved by the Avonworth School Board will include a higher tax rate -- and more revenue -- than first expected.

In the week since its work session on Jan. 9, officials recalculated the proposed 2012-13 budget based on the latest decision in the Allegheny County reassessment effort that will allow local governments to use the old assessment numbers this year while the reassessment is completed.

Bellevue officials are still debating which company to hire for tax and fee collection, possibly including garbage fees in 2012.

Council's finance committee has recommended hiring Jordan, which currently i used by the solicitor's office to collect delinquent real estate taxes. The company's performance in that task has been "above and beyond our wildest expectations," according to director of administrative services Doug Sample. Sample said the borough budgeted about $90,000 in revenue from delinquent property taxes, and has received about $170,000 so far and is expecting $100,000 more.

Although it appeared that few people on Bellevue Council actually wanted to pay a new part-time office clerk $15 per hour, a resolution doing just that was approved by officials at Tuesday’s work session.

Miscues, misinformation, lack of preparation, bad acoustics and outright distrust factored into a series of events that ended with the hiring of a temporary office clerk at the same salary paid to the former assistant director of administrative services.

DAS Doug Sample defended the higher hourly pay rate, arguing that job would entail more than just clerical work.

Bellevue Council will have to decide between PAMS and Jordan Tax Services for collection of borough fees and delinquent taxes, but first may have to decide exactly what fees the companies may collect.

Although the collection fees charged by PAMS are lower, according to council members, the finance committee recommended hiring Jordan to collect sewage, per capita and possibly garbage fees.

Council members Jane Braunlich and Linda Woshner both objected to hiring Jordan because of the higher collection and delinquency fees that would be charged to borough taxpayers.

With Marilynn Berner retiring as Northgate's director of finance and operations at the end of September, the Northgate School Board has hired her replacement.

Christopher Urso was hired with a two-year contract at a salary of $66,000 per year. His 2011-12 salary will be pro-rated.

Ursu already has begun work at Northgate in order to be able to take over the district's business office in October.

Aidan Sommers of Ben Avon, age 10, will enter fifth grade at Avonworth Elementary School this year. He's on the Avonworth and Baierl YMCA swim teams, plays soccer, and enjoys activities typical of friends his age.

Despite protests from a handful of residents who attended the Northgate School Board meeting Monday evening, the district’s elected officials not only adopted a budget funded by a one-mill property tax increase, but found another $60,000 in additional expenditures to add to the bottom line.

Bellevue Council voted Tuesday to put the borough in the position to refinance its outstanding bonds if market conditions make the move sufficiently profitable for the borough.

Representatives of the broker, as well as bond counsel, told officials that the ordinance will authorize them to act if the borough can achieve a savings of at least 2 percent of the $6 million principal, or of at least $100,000 if only part of the bond is refinanced.

The subject of absenteeism among board members was discussed at the Avonworth School Board’s work session on Monday, where board member David Oberdick pointed a finger at fellow board member Jeff Schmid.

Oberdick stated that he "wanted the minutes to reflect and the public to know" his concern that the board had a "non-functioning" member "who was not discharging his duties to this board."

Oberdick said that Schmid had now missed five meetings in a row, as well as 2 executive sessions and 3 work sessions. Oberdick stated that Schmid had been similarly absent in previous years.

Avalon will purchase a floor scrubber for the fire hall, as promised, despite some officials' pleas to wait until the borough's revenue picks up.

Fire company members said the old scrubber is shot, and their inability to clean the oil and other materials from the garage floors is creating a safety hazard for firefighters.

Northgate officials believe they are beginning to see the light at the end of the budget deficit tunnel, despite the fact that the state has denied part of the district’s request for property tax increases.

Under the Act 1 inflation index, Northgate is allowed to increase the millage rate by .5 mills in 2011-12. The district requested permission from the Pennsylvania Department of Educa-tion, however, to increase millage by 2.5 mills without having to comply with Act 1’s ballot referendum requirement.

While the Northgate School Board seeks permission to increase property taxes 2.5 mills in the coming year, a challenge to cut spending was endorsed more heartily in theory than in practice at the board’s work session on Monday.

Ben Avon Mayor Bob Jones' lunch with Ben Avon Heights officials caused a bit of a stir at the borough's council meeting Tuesday.

Joined by Ben Avon Council President Lloyd Corder, Jones picked up the tab for a business luncheon with Ben Avon Heights Mayor Scott Dismukes and council president Mark Davis, at a cost of $59.07.

When Jones asked council for reimbursement, finance chair Judy Konitsney said the borough has never paid for a business luncheon, and added, "We have a borough hall if you want to hold a meeting."

It was great to see so many Avalon residents at this week's borough council meeting. I don't think that I've ever seen the room as full as it was. It would be so nice to see some of those faces next month. I would also like to say that our council members and borough employees that were present should be commended for how well they handled themselves. I don't know when the last time was that you had to sit and listen to a roomful of people tell you about all the things you do wrong, but I can tell you I don't think I could have done it with the grace that they did.

Bellevue property owners won’t see an increase in their tax bills next year, but they can expect to pay much higher fees for sewage and garbage if the borough council approves the proposed 2011 budget.

Council currently is planning to approve a change in the borough’s sewer surcharge from a flat rate to one based on usage. That change will result in a dramatic increase for most property owners.

Earned income taxes for Avalon Borough and the Northgate School District will be collected next year by a new company, as both local government agencies have opted to hire the regional tax collector a year early.

State law -- Act 32 -- requires that EIT collection be consolidated throughout the state, in most cases on a county-by-county basis. Because of its size and population, Allegheny County has been divided into four tax collection districts, with local municipalities and school districts located in the Allegheny North Tax Collection District (ANTCD).

The Avonworth School District could save nearly a half million dollars by refunding its bond issues, and the school board is expected to set the process in motion next week.

Director of finance Brad Waters told board members at their work session Monday that interest rates are now in the area where refunding could result in the minimum 2 percent savings considered optimal for refunding.

The Northgate School Board's finance committee is recommending that the board reject a lower price for worker's compensation insurance.

Business manager Marilynn Berner said that the district has used the same insurance carrier for 20 years, and has an excellent working relationship with the company. A new company, she said, submitted a proposal that is $3,600 less than what the current insurer charges.

The Avonworth School Board is expected to vote Monday on a proposed 2010-11 budget that will increase the property tax millage rate by six-tenths of one mill.

The $22,381,375 spending plan will require a transfer from the district’s reserve fund of about $766,000, according to Avonworth director of finance Brad Waters, which will put the fund balance at 8 percent of the district’s operating budget.

Bellevue Council's finance committee is expected to hire an interim director of administrative services (DAS) in the near future, having received permission to do so from all of council at the regular meeting Tuesday.

The borough has been without a manager since Connie Flasher's resignation in March. Officials have explored several interim options, including hiring graduate students, retired municipal managers or a private company, or possibly a combination of those options.

With officials still coming up empty-handed when it comes to reducing costs, the Northgate School Board has approved a preliminary 2010-11 budget that will increase property taxes by the full 3.1 mills allowed by the state.

Initially limited to a tax increase totalling a fraction of that amount, the district successfully applied for exceptions from the Pennsylvania Department of Education that gave the school board the power to raise the millage rate beyond the annual index amount without having to obtain voter approval of a ballot referendum.

Bellevue may hire a graduate student to serve as interim director of administrative services.

Members of Bellevue Council held a special meeting Tuesday to discuss four options presented by finance committee chairman Mark Panichella, and seemed to reach a compromise on how to manage the borough's government until a permanent DAS can be hired to replace Connie Flasher, who resigned last month.

The Avonworth-Northgate wrestling program is the latest target of school officials looking for ways to trim their budgets.

Wrestling is one of four cooperative sports programs shared by the two local school districts because neither has enough students to support its own teams. The other sports, for which the districts split the costs evenly, are golf, swimming and track.

A recent meeting of administrators from both districts produced what Avonworth superintendent Dr. Valerie McDonald termed a "collaborative agreement" to eliminate wrestling for a number of reasons.
