Avalon's swimming pool will open this weekend without a concession stand, as council members found themselves without enough information to approve hiring employees last week.

In the absence of parks committee chairman Ralph Cortese, council hesitated during last Thursday's meeting when faced with voting on a motion to hire nine lifeguards, two cashiers and four concession stand workers.

There are five four-year seats and one two-year seat that will be filled in the Northgate School Board elections this year. Primary votes for cross-filed candidates could wrap this up next week, or the vrace could wait until November for a final decision.

The candidates are:

Tim Makatura Dr. Makatura, from Bellevue, was appointed to the board last August to fill a vacancy. A psychologist who works as a clinician and a college instructor, he holds a bachelor of arts degree in psychology, a master's degree in guidance and counseling, and a Ph.D in psychology.

After more than three hours of testimony by an overflow crowd at the Nature Center Monday night, the Ohio Township Supervisors unanimously approved a zoning amendment related to Marcellus Shale drilling sites that left many unsatisfied that all possible steps were taken to keep drills and fracking ponds out of their community.

Many of those who attended supported adoption of the zoning restrictions as a stopgap measure until more protections could be put in place with other legislation or a full zoning code overhaul the supervisors said would be done in two months.

Historically, Bellevue has been a dry town. No neighborhood bars where friends can gather to tip a few frosties and talk over the triumphs or travails of the day. No restaurants where diners may sip a pre-dinner whiskey sour.

For decades, though, proponents of change have attempted to revoke that dry status by proposing referendums that would allow liquor licenses in Bellevue. This year's election once again puts the issue on the May 17 ballot, with those voters who prefer maintaining the status quo vying against those who feel that it is time to change.

Northgate officials believe they are beginning to see the light at the end of the budget deficit tunnel, despite the fact that the state has denied part of the district’s request for property tax increases.

Under the Act 1 inflation index, Northgate is allowed to increase the millage rate by .5 mills in 2011-12. The district requested permission from the Pennsylvania Department of Educa-tion, however, to increase millage by 2.5 mills without having to comply with Act 1’s ballot referendum requirement.

A rundown property. Absentee owner. Code violations on top of code violations. Months in the court system. Fines levied that are never collected. Liens filed against the property to the point that they exceed the value of the property itself.

This is a far too common scenario in municipalities across the state, as officials struggle to eliminate blight that experts say will spread like the flu if left unchecked, taking down property values in the entire community.

The Kilbuck Township Supervisors heard Tuesday from residents who both oppose and support the idea of selling the municipal building on Eicher Road.

Officials are investigating the possibility of selling the property, possibly in conjunction with the former fire department property that will be sold because the township no longer has a volunteer fire company.

Earned income taxes for Avalon Borough and the Northgate School District will be collected next year by a new company, as both local government agencies have opted to hire the regional tax collector a year early.

State law -- Act 32 -- requires that EIT collection be consolidated throughout the state, in most cases on a county-by-county basis. Because of its size and population, Allegheny County has been divided into four tax collection districts, with local municipalities and school districts located in the Allegheny North Tax Collection District (ANTCD).

Disagreements over procedure broke the tenuous calm that has marked recent Bellevue Council meetings, ending with council members walking out of Tuesday’s work session as others were chastised for their behavior.

A number of motions -- including a couple to adopt ordinances on their second readings -- were approved in 5-4 votes as issue of voting at work sessions once again became the subject of debate.

Ben Avon Council unanimously approved term limits for members of the Joint Planning Commission.

Chairman Scott Keener's term will expire 2011, John Busse's 2012, Thomas Mrozenski's 2013, and alternate Catherine Houska's 2014—all on December 31 of those years.

Council didn't set term limits when the members were originally appointed, but did so at Tuesday's meeting to comply with the planning code. Terms are staggered so multiple vacancies do not arise at the same time. When the time comes, re-appointments will be for the full, four-year term.

It all came down to whether or not Avalon officials thought another bar in the borough would be a good thing. Despite vocal protests from a number of residents, Avalon Council voted Monday to approve the transfer of a liquor license from McKees Rocks.

An ordinance under consideration by Avalon Council could give police the power to fine the owner of any property where officers are called more than twice in a 30-day period.

Property owners would be charged $100 per call in excess of the limit. Property owners who fail to pay the fine within 10 days of receiving an invoice from the police department could be charged with a summary criminal offense and fined an additional $25 to $100.

The ordinance would apply to the owners of any property in the borough -- residential, commercial or vacant lot.

Public concern about extending street sweeping parking restrictions year 'round in Bellevue has led to a proposal to amend the borough's ordinance to make sure the current schedule is maintained.

Bellevue residents could find themselves subjected to street sweeping parking restrictions year 'round.

"I want this enforced," safety committee chairman David Gillingham Jr. said of the borough's 1981 ordinance that provides for the weekly parking prohibitions on particular streets to be in place all year, rather than just the April through November period that has been the practice for decades.

Bellevue Council's public safety committee will take another shot at drafting an ordinance regulating recreational fires after officials and residents agreed there was no "burn" in the burn ordinance proposed.

The committee reviewed the issue after receiving complaints from residents about outdoor fires that had become a nuisance due to the quality and quantity of smoke being produced.

Bellevue Council has once again found itself in the position of needing to hire someone for the swimming pool, but not having any funds budgeted.

A motion to hire two people to work as cashiers ran into problems at council's work session on Tuesday when council member Jane Braunlich pointed out that the budget line item being used by the parks committee had already been spent.

"You cannot take it out of that line item. That line item no longer exists," Braunlich said.

It will cost about $4,000 more to complete a remodeling project in Bellevue’s police station.

Council orginally authorized the expenditure of $10,000 to rehab the station, but safety committee chairman David Gillingham Jr. told council members at their May 25 meeting that some unexpected concrete work will require additional money.

His motion to spend $4,000 from bond funds hit a snag when no one actually knew whether that much remained uncommitted from the bond. Council approved the expenditure contingent upon the funds being available.

Bellevue will not be applying for a grant to fund a new police officer position if officials follow their own directive.

Safety committee chairman David Gillingham Jr. made a motion at council’s regular meeting Tuesday to apply for a COPS grant that would provide funding for a new police officer for three years. Gillingham, however, could not answer questions about whether the borough would have to pick up the tab for the officer after the 36-months funding period.

Northgate will hire 10 summer custodians and attempt to avoid hiring a painting contract this year.

The summer help -- college and high school students -- will be paid $8 per hour. Buildings and grounds committee chairman Charles Miklos said at Monday’s school board meeting that the students should be able to handle both summer cleaning and painting, at a cost savings to the district.

Avalon Police Officer Tom Kokoski has been hired as the borough's new police chief.

A search for a replacement for current Chief Robert Howie -- who will retire later this month after a dozen years in the position -- took months and involved a great deal of debate and conversation, according to council safety committee chairman Patrick Narcisi.

"It was a very difficult decision," Narcisi said at a special council meeting held Tuesday to hire a new chief.

Bellevue Council has ratified a decision to sell two old police cars after it was determined that no one had obtained council approval before the sales were advertised.

Safety committee chairman David Gillingham Jr. argued that the sales had been approved by the safety committee.

"The committee doesn't have the authority to sell borough property," said council member Linda Woshner at the April 27 council meeting.

Should transient vendors pay a fee to do business in Bellevue? As another season of farmers markets and other events kicks off, some borough officials and business owners think vendors should be charged.

Bellevue has an ordinance covering transient vendors such as those who set up shop at the weekly farmers markets and other events organized by Enjoy Bellevue, including a car cruise in May and the Summer Solstice in June. That ordinance requires vendors to obtain a permit when they sell items in Bellevue, with a fee charged for each permit.
