Emsworth Council member David Heflin warned borough officials at their meeting Wednesday that they are facing another erosion problem along the Lowries Run Creek bank.

Several years ago the borough stabilized a large portion of the bank with large chunks of concrete. Now, however, erosion on an adjacent section of the bank has nearly exposed the end of a guardrail, Heflin said.

"That last post is almost hanging free," he reported.

Initially limited to a tax increase totalling a fraction of that amount, the district successfully applied for exceptions from the Pennsylvania Department of Education that gave the school board the power to raise the millage rate beyond the annual index amount without having to obtain voter approval of a ballot referendum.

For gardeners, these final weeks of July are some of summer's best. Despite a lack of rain, our flower gardens are peaking, and our vegetable gardens are living up to their promises of abundance. Most of the heavy work of spring and early summer is over, and we can sit back now and enjoy what we have created.

I am a big believer in the power of gardening on a multitude of levels.
