A few (billion) raindrops didn’t put a damper on volunteer efforts as Avalon’s annual “Dumpster Day” took place last Saturday. Dumpsters were filled to the brim with items that might otherwise be cluttering homes and yards around the borough. Pictured above, volunteers included elected officials, community residents and Northgate Middle-Senior High School students. The students worked with Northgate teacher and former Avalon Council member Tom Michalow to pick up items from borough residents who are elderly or disabled, and unable to transport them.

Several sports-related agenda items were approved on Feb. 15 by the Northgate School Board.

A non-competitive soccer club has been approved for Northgate students. The club will be coached by volunteers Mike Somerville and Tom Michalow.

The board also voted to renew a subscription with Impact Applications, Inc. for one year. The company conducts testing of athletes that can be used if they suffer head injuries to quickly identify areas of the brain that may have been affected.

Three new members were sworn in to seats on Avalon Council last Monday evening, including one who was just recently named the winner of a council seat by what was probably the lowest number of votes ever.

While Jonathan Bernstein and Thomas Lloyd Jr. were on the November ballot along with incumbents Ed Repp and Ralph Cortese, David Dixon was declared the winner of a council seat for which there were no candidates on the ballot. Dixon received four write-in votes, which was enough to beat out incumbent Albert Wurst, who received only three.

In the black

Avalon Borough will end the fiscal year in the black, according to council finance committee chairman Tom Michalow.

Michalow said that the borough will have between $38,000 and $58,000 left over at the end of 2009, thanks in part to a $35,000 street repair loan payment budgeted for this year which did not have to be made.

Avalon residents who thought they were going to get a break next year on sewer-related fees will be disappointed.

Not only is the borough council planning to extend the surcharge, but ALCOSAN has increased its rates and fees for 2010.

The North Boroughs' representative on the Allegheny County Council will keep his seat in January, as Republican Matt Drozd defeated Democratic challenger Tom Michalow of Avalon.

Although Michalow carried most of the North Boroughs, Drozd carried traditionally Republican areas to secure his second term on county council.

Overall, Drozd received 10,051 votes to Michalow's 7,709. Vote totals by municipality were, first for Drozd, then Michalow:

Avalon Council member Tom Michalow is challenging Republican incumbent Matt Drozd for the District I seat on Allegheny County Council.

Michalow, a Democrat, was born and raised in McCandless and is a 1989 North Allegheny High School graduate. He is a 1993 distinguished graduate of Virginia Military Institute.

Michalow received a master’s of education degree from Duquesne University in 1998, along with teaching certificates for social studies and German. He teaches history and German at Northgate High School.

Avalon Elementary parking Borough officials and Avalon PTO members have come up with a plan to help ease parking problems created when parents drop-off and pick-up their child-ren at school.

A resolution approved by Avalon Council at its Aug. 18 meeting will allow parents to purchase a parking permit that will let them park in front of the school, between North School Street and North Chestnut Street, from 7:30 until 8:30 a.m. and from 2:30 until 4 p.m. on weekdays.

What began more than a decade ago as the vision of a zoning ideal came much closer to reality Tuesday. But for an error by Avalon officials, what is believed to be the state’s first joint zoning code would already be in effect.

On-line payments/strong>

People soon will have the ability to pay Avalon Borough bills -- including parking tickets -- on-line.

The borough council voted unanimously to authorize the EVS company of Coraopolis to install the capability of accepting payments on the borough's Web site. Once in place, the site will accept credit or debit card payments for bills payable to the borough.

Each payment will be assessed a transaction fee, so that the service comes at no cost to the borough.

Labeled “The most fun you can have with garbage,” the annual Avalon - Ben Avon Heights - Kilbuck Township “Dumpster Day” was a huge success, due in large part to the many volunteers who helped out. Among the volunteers were a number of Northgate students, recruited by Northgate teacher and Avalon Council member Tom Michalow, pictured at left front. Two dumpsters were filled at the New Brighton Road location in Avalon, while another was available on Eicher Road in Kilbuck.

An effort to cut costs by changing health care insurance providers failed Wednesday when the matter came to a tie vote by Avalon Council.

Council finance committee chairman Tom Michalow said that the borough would save about $2,500 per month -- or some $20,000 to $30,000 per year -- by changing to the UPMC health insurance plan.

The proposal was unpopular with some employees as well as some officials who attended the May 20 council meeting.
