Five newly-elected members of Avalon Council -- including two who won their seats through write-in votes -- were sworn in at Monday’s reorganization of the borough’s government.

Incumbents Ralph Cortese, Vicki Donnelly and Patrick Narcisi were administered the oath of office by Mayor David Haslett. Joining them were the winners of write-in votes in November, Joshua Klicker and John Vetterly.

Ed Repp and Narcisi were returned to their positions as council president and vice president, respectively.

Primary features lots of races

In addition to the alcohol referendum on the Bellevue primary election ballot, there are quite a few other races across the North Boroughs that will have to be decided.

Although registered Independents normally cannot vote in primaries, they will be able to cast their votes in Bellevue for the referendum only.

Protest spurs fee decrease

Avalon Borough will charge less for garbage collection this year, and possibly institute some new collection procedures, after a standing-room-only crowd debated officials for more than an hour and a half at Tuesday's borough council meeting.

Fighting blight

A rundown property. Absentee owner. Code violations on top of code violations. Months in the court system. Fines levied that are never collected. Liens filed against the property to the point that they exceed the value of the property itself.

This is a far too common scenario in municipalities across the state, as officials struggle to eliminate blight that experts say will spread like the flu if left unchecked, taking down property values in the entire community.

Police grants

The Avalon Police Department has been awarded two grants that will go to purchase computers and bullet-proof vests.

Chief Tom Kokoski and Avalon Council safety committee chairman Patrick Narcisi announced the grants at Tuesday’s council meeting.

Avalon decides risk is worth it

It all came down to whether or not Avalon officials thought another bar in the borough would be a good thing. Despite vocal protests from a number of residents, Avalon Council voted Monday to approve the transfer of a liquor license from McKees Rocks.

Property owners could be fined for police calls

An ordinance under consideration by Avalon Council could give police the power to fine the owner of any property where officers are called more than twice in a 30-day period.

Property owners would be charged $100 per call in excess of the limit. Property owners who fail to pay the fine within 10 days of receiving an invoice from the police department could be charged with a summary criminal offense and fined an additional $25 to $100.

The ordinance would apply to the owners of any property in the borough -- residential, commercial or vacant lot.

Avalon hires chief

Avalon Police Officer Tom Kokoski has been hired as the borough's new police chief.

A search for a replacement for current Chief Robert Howie -- who will retire later this month after a dozen years in the position -- took months and involved a great deal of debate and conversation, according to council safety committee chairman Patrick Narcisi.

"It was a very difficult decision," Narcisi said at a special council meeting held Tuesday to hire a new chief.

Chief search A police officer who lives in Avalon told borough officials Tuesday not to look too far from home for a new police chief.

With current Chief Robert Howie set to retire this year, council hired a consultant to conduct a search and recommend candidates for his replacement.

Avalon Council gets new members, president

Three new members were sworn in to seats on Avalon Council last Monday evening, including one who was just recently named the winner of a council seat by what was probably the lowest number of votes ever.

While Jonathan Bernstein and Thomas Lloyd Jr. were on the November ballot along with incumbents Ed Repp and Ralph Cortese, David Dixon was declared the winner of a council seat for which there were no candidates on the ballot. Dixon received four write-in votes, which was enough to beat out incumbent Albert Wurst, who received only three.

More skills wanted

Avalon will readvertise an opening in its streets department in the hope of getting applicants with some specialized skills.

Streets committee chairman Ed Repp reported at the Nov. 17 council meeting that the laborer who resigned had mechanical repair skills that are sorely missed in the department.

Although the borough already has advertised and received applications for the opening, Repp said that he would like to readvertise and stress that the borough would prefer applicants with welding and small engine repair skills.

Northgate H1N1 vaccinations The Northgate School District has announced dates for H1N1 vaccinations for students in grades 5-12.

Superintendent Dr. Reggie Bonfield said, at the school board's regular meeting on Monday, that students in grades 9-12 will be able to receive the vaccine on Monday, Oct. 26, and Monday, Nov. 2, from 2 to 7 p.m.

Bonfield said that students in grades 5-8, who are 10 years old or older, will be able to receive the vaccine on Wednesday, Oct. 28, and Wednesday, Nov. 4, from 2 to 7 p.m.

Education funding urged A resolution approved by the Northgate School Board will be sent to the state legislature, urging representatives to maintain state funding for schools.

"They're talking about giving us less money than they did last year," said superintendent Dr. Reggie Bonfield at the school board's committee of the whole meeting on Monday. "Hopefully that won't happen."

Team elimination? Northgate could eliminate its ninth grade boys' basketball team in an effort to bolster the school's varsity program.

Health care motion fails in tie vote

An effort to cut costs by changing health care insurance providers failed Wednesday when the matter came to a tie vote by Avalon Council.

Council finance committee chairman Tom Michalow said that the borough would save about $2,500 per month -- or some $20,000 to $30,000 per year -- by changing to the UPMC health insurance plan.

The proposal was unpopular with some employees as well as some officials who attended the May 20 council meeting.
