Bellevue’s chances of approving a 2010 budget by the end of the year went up in smoke last Friday night when a scheduled public hearing never got off the ground.

Although five members of council were in the room at 6 p.m., when the budget hearing was supposed to start, two refused to participate because they said the borough administration had failed to comply with Bellevue’s home rule charter in terms of the pre-hearing mandated advertising.

Bellevue to fill 5 council seats

With five council seats to be filled, the Nov. 3 general election is an important one for Bellevue. There are contests to be decided in each of the borough's three wards.

First Ward

Voters will choose two representatives from among four candidates running for council in the first ward. Incumbents Jane Braunlich (Democrat) and Kathleen Coder (Republican) are joined on their respective ballots by newcomers Susan Schafer and David Piet.

Bellevue approves joint zoning code

Bellevue has become the first of three local municipalities to adopt a joint zoning code, paving the way for the state’s first successful implementation of a multi-jurisdictional zoning effort.

Adoption of the code, which grew from the completion of a joint comprehensive plan, is in its final stages, with Avalon and Ben Avon borough councils slated to take action later this month on the code already approved by Allegheny County.

Kilbuck fire service

Beginning Sept. 1, fire calls in Kilbuck Township will be answered by the Emsworth and Ben Avon fire companies.

The Kilbuck Township Board of Supervisors voted unanimously at its July 28 meeting to accept offers from the neighboring boroughs to provide fire services after the Kilbuck Township Volunteer Fire Company disbands in September.

Kilbuck will be divided at Plumer Avenue for the purpose of call response, with Emsworth and Ben Avon firefighters responding to calls in their respective areas.

Council to decide lot study

Bellevue officials disagree on whether there is sufficient funding to perform an engineering study necessary to rehabilitate the parking lot adjacent to the borough building.

No quorum again

For the second time in a month, a regularly scheduled Bellevue Council meeting was cancelled due to the lack of a quorum.

The pre-council meeting scheduled for Wednesday, April 29, was not held when five council members were not able to attend. Missing were council president Kathy Coder, vice president Lisa Blaney-Stewart, safety committee chairman Jerry Walter, public works committee chairman Mike Kutschbach and council member David Gillingham Jr.

Construction Problems Not Serious, DAS Says

Problems that have arisen in the construction of a road salt storage building and a new facility for the Bellevue Department of Public Works (DPW) are not serious and are the types of problems to be expected in construction, according to the Director of Administrative Services (DAS) David Golebiewski.

Council members at their May 4 regular meeting raised questions and concerns regarding the completed salt storage building which, when filled with salt, started to bow outward on one side. Questions also arose regarding the DPW facility, which was still in the excavation stage.
