A healthy carry-over from 2011 helped convince Bellevue Council members that no property tax increase is necessary for 2012.

Council voted unanimously at its Dec. 30 meeting not to enact a proposed .25 mill tax increase, although members reversed themselves and voted for a 25 cent increase in the sewer surcharge per 1,000 gallons of water used. Council member Lisa Blaney-Stewart was absent from her final meeting.

The Sept. 27 regular meeting of Bellevue Council had to be canceled due to the lack of a quorum.

Only three members of council -- Linda Woshner, Jane Braunlich and Susan Viscusi -- appeared for the 7 p.m. meeting.

The six members of council who were absent were Lisa Blaney-Stewart, David Gillingham Jr., Mark Helbling, Kathy Coder, Mark Panichella and Jim Viscusi.

Woshner said that the business scheduled for Tuesday’s meeting likely would be placed on the agenda for the council work session to be held the second Tuesday in October.

Bellevue will again host a celebration at Memorial Park for residents on July 4th, despite the best efforts of council’s parks and recreation committee for the second year in a row.

Last year, the committee -- chaired by Lisa Blaney-Stewart and including council president Kathy Coder as a member -- ignored the event until the final days, at which time Coder signed an employee’s name for credit card purchases using the borough’s card so that Bellevue could offer its free menu of hotdogs and watermelon, along with entertainment.

In addition to the alcohol referendum on the Bellevue primary election ballot, there are quite a few other races across the North Boroughs that will have to be decided.

Although registered Independents normally cannot vote in primaries, they will be able to cast their votes in Bellevue for the referendum only.

The Bellevue administrative offices will feature extended hours on Tuesdays beginning April 1.

The offices will be open from 7 a.m. until 7 p.m. on Tuesdays only. The hours were approved by Bellevue Council at its March 8 work session. Council member Lisa Blaney-Stewart was absent.

Bellevue property owners may pay a bit more this year in sewer surcharges, but it won't be as much as it could have been. With two members absent, a hotly divided Bellevue Council voted Tuesday to set a usage based surcharge at $2.25 per 1,000 gallons of water used at a property.

An ordinance adopted in December had set the fee at $3 per 1,000 gallons of water used, but that ordinance was vetoed by Mayor George Doscher shortly after it was approved. Doscher argued that it would be more "compassionate" to increase the fee in stages over a two-year period.

A preliminary hearing is scheduled to be held Thursday for a Bellevue elected official charged with driving under the influence after her vehicle hit two parked cars on July 7.

Information regarding the arrest of Bellevue Council member Lisa Blaney-Stewart has just been released by Bellevue Police, who initially issued a police blotter report that indicated that there was no notable police activity on July 7.

Bellevue Council has once again found itself in the position of needing to hire someone for the swimming pool, but not having any funds budgeted.

A motion to hire two people to work as cashiers ran into problems at council's work session on Tuesday when council member Jane Braunlich pointed out that the budget line item being used by the parks committee had already been spent.

"You cannot take it out of that line item. That line item no longer exists," Braunlich said.

Bellevue will turn to a professional pool management company to cover the Memorial Park swimming pool this summer.

Council's parks and recreation committee held an emergency meeting last Saturday when officials realized that they had not received viable applications for the pool manager's position. According to committee chair Lisa Blaney-Stewart, the borough received proposals from only one individual, but two companies.The committee recommended entering into a contract with one of the companies, Swim America, owned by a Bellevue resident.

Business may have been left undone when Bellevue Council's parks and recreation committee canceled its last meeting -- with no notice to people scheduled to attend the meeting.

Committee chair Lisa Blaney-Stewart reported at council's workshop meeting Tuesday that the meeting had been canceled because there was "nothing on our agenda." In addition to Blaney-Stewart, the committee includes council president Kathy Coder and member Susan Viscusi. Neither Viscusi nor one borough employee was told in advance that the meeting had been canceled, according to Viscusi and other officials.

Bellevue Council started off the new year with a bang. With four officials not invited to take part in an early swearing-in ceremony, the night took a turn for the worse as council members got a few surprises before the evening ended with a plea from the mayor for everyone to check their egos at the door.

Parking lot problems Excavation for a parking lot adjacent to Bellevue's borough hall turned up more than anyone expected, with the result that it will cost more to finish the lot.

Engineer John Rusnak told borough council members Tuesday to expect a "change order of some magnitude" due to "unforeseen site conditions" discovered as the contractor excavated the site.

Tax delinquencies ad

Bellevue Council voted Wednesday to advertise a list of property owners who have not paid their taxes for 2009.

The list will be advertised in The Citizen in December after taxpayers are given an opportunity to pay their delinquent real estate taxes or make payment arrangements with tax collector Joe Nolan.

Council voted 7-1 to spend up to $500 for the advertisement. Council member Mark Helbling was opposed, and Lisa Blaney-Stewart was absent.

Bond refinanced

Refinancing Ohio Township's current bond will produce about $87,000 for capital projects.

The Ohio Township Supervisors voted unanimously at their Oct. 5 meeting to refinance the debt. Township manager John L. Sullivan Jr. said that favorable interest rates had allowed refinancing with no extension of the amount or term of the bond. Instead the township will receive $87,000 as a refund or reimbursement for capital projects, he said.

Bellevue has become the first of three local municipalities to adopt a joint zoning code, paving the way for the state’s first successful implementation of a multi-jurisdictional zoning effort.

Adoption of the code, which grew from the completion of a joint comprehensive plan, is in its final stages, with Avalon and Ben Avon borough councils slated to take action later this month on the code already approved by Allegheny County.

Kilbuck fire service

Beginning Sept. 1, fire calls in Kilbuck Township will be answered by the Emsworth and Ben Avon fire companies.

The Kilbuck Township Board of Supervisors voted unanimously at its July 28 meeting to accept offers from the neighboring boroughs to provide fire services after the Kilbuck Township Volunteer Fire Company disbands in September.

Kilbuck will be divided at Plumer Avenue for the purpose of call response, with Emsworth and Ben Avon firefighters responding to calls in their respective areas.

After advertising hearings for public comments on proposed amendments to the personnel code and the civil service rules and regulations, some Bellevue Council members showed up on June 24 only to find that no such hearing had actually been authorized.

Bellevue council decided, at its regular meeting on May 5, to readvertise for applicants for an appointment to the Civil Service Commission, after declining to select the only person who filed an application on time.

The first was a “Knox Box Ordinance” that requires certain structures to have a key lock box installed on the exterior of the building for fire safety purposes.

The pre-council meeting scheduled for Wednesday, April 29, was not held when five council members were not able to attend.
