Bellevue will take its proposed 2011 budget down to the wire, with the major points of contention left unresolved despite extensive debate at a special meeting on Tuesday.

Council reached a consensus on only one of three sticking points, that of next year’s garbage fee increase. Major points that could sway a final vote on the budget on Dec. 28 are the sewer surcharge and a raise for the public works supervisor.

Several projects to improve Bellevue's infrastructure have been completed, are under way or about to begin, according to a report by the borough's engineer.

Engineer John Rusnak told council members at their regular meeting Tuesday that work to install handicapped accessible sidewalk ramps, as well as the paving of Davis Avenue, have been completed.

Parking lot problems Excavation for a parking lot adjacent to Bellevue's borough hall turned up more than anyone expected, with the result that it will cost more to finish the lot.

Engineer John Rusnak told borough council members Tuesday to expect a "change order of some magnitude" due to "unforeseen site conditions" discovered as the contractor excavated the site.

Early probation end?

Bellevue Council could decide whether to end an employee's probationary period early so that he will be eligible for borough-paid health insurance.

Council member David Gillingham Jr. said at the Sept. 30 pre-council meeting that if council releases recent public works hire George Bauer from probation a month early, he would be eligible to receive insurance benefits through the borough.

Sewer repair payments Two payments for sewer repairs were authorized by Bellevue Council earlier this week.

Council approved, at its regular meeting on Sept. 1, a payment to Fleming-Walker, Inc. of $87,362.95 for sewer repairs. The repairs were mandated by the consent order aimed at cleaning up area municipalities' sewers.

Borough engineer John Rusnak told officials that the company will begin to line the sewers next week.
