A catch basin on Old Camp Horne Road was the subject of public comment during the Kilbuck Supervisors meeting on April 25. Resident John Kitchen, wanted to know what was going to be done about the catch basin, "because I'm still getting the water down over the hill." Kitchen stated that he previously had told the supervisors that he had fallen on his property due to the excess water, and his niece recently had slipped on his property but had not fallen.

The Kilbuck Township Supervisors heard Tuesday from residents who both oppose and support the idea of selling the municipal building on Eicher Road.

Officials are investigating the possibility of selling the property, possibly in conjunction with the former fire department property that will be sold because the township no longer has a volunteer fire company.

Kilbuck residents and officials hope to develop a plan to better respond in situations like the recent blizzard.

Although residents were pleased with snow removal efforts, they expressed concern at the supervisors' meeting Tuesday about elderly or disabled residents who were left without power for days.

Supervisors' chairman John Fader said that the township needed to identify people at risk, who have special medical conditions or are disabled, so that they can be checked on during prolonged periods without power or when they are unable to get out because of excessive snow.

It was all about filling vacancies when the Kilbuck Township Supervisors held a special meeting Tuesday.

With new supervisor Tom Tomaro participating by phone from Greensboro, NC, the board voted to fill a vacant supervisor's seat, as well as the position of tax collector for the township.

Chairman John Fader said that two "very qualified" people had applied for the supervisor's position left vacant when Susan Merckner resigned in December. Both had agreed to accept other positions in township government if not appointed supervisor, Fader said.

Growing tension among the Kilbuck Township Supervisors ended Tuesday evening with the resignation of Susan Merkner. Merkner, who was elected to office two years ago as part of protest of the prior administration, said that she no longer could perform her duties as supervisor because she was being excluded from decision-making and information by what she termed a “Good Olde Boy’s Club.”

She had announced in October that she was considering resigning and possibly taking legal action against fellow supervisors Russ Hardiman and John Fader.

Emsworth quits COG

Emsworth officials have decided to cancel the borough's membership in the Quaker Valley Council of Governments as a cost-cutting measure, but the savings may not last long.

Borough council member David Heflin said that 2010 dues would run $1,600-$1,900, a sum council member Amy Adams said could be better put toward balancing next year's budget because the borough does not use any of the services that come from being a QVCOG member.

The Kilbuck Township Supervisors awarded a contract for winter road service at their meeting Tuesday, and may do so again next month.

The township had solicited bids for road plowing and salting for each of the next three years, and originally announced that the contract would be awarded at the supervisors' September meeting. Supervisor John Fader was absent from that meeting, however, and Russ Hardiman and Susan Merkner could not agree on whether the contract should be for one or three years, so the vote was delayed until the Oct. 27 meeting.

Kilbuck Township officials will be looking for more information before deciding how to proceed with two road repair projects.

Chairman Russ Hardiman and supervisor Susan Merkner found themselves without critical information about problems on Wilson Drive and Semple Avenue. Supervisor John Fader was absent from the Sept. 22 meeting.

Despite a recommendation to the contrary by county health officials, the Kilbuck Township Board of Supervisors voted Tuesday to release sewer easements on Newgate Road.

Board chairman Russ Hardiman and supervisor John Fader overruled objections by supervisor Susan Merkner and advice from the chief of the Allegheny County Health Department's public drinking water and waste management divisions in voting to adopt an ordinance that will eliminate a dozen easements the township obtained in 2002 in anticipation of installing sewers along Newgate.
