Bellevue blasts into new year

Bellevue Council started off the new year with a bang. With four officials not invited to take part in an early swearing-in ceremony, the night took a turn for the worse as council members got a few surprises before the evening ended with a plea from the mayor for everyone to check their egos at the door.

Bellevue Budget Blues

Bellevue’s chances of approving a 2010 budget by the end of the year went up in smoke last Friday night when a scheduled public hearing never got off the ground.

Although five members of council were in the room at 6 p.m., when the budget hearing was supposed to start, two refused to participate because they said the borough administration had failed to comply with Bellevue’s home rule charter in terms of the pre-hearing mandated advertising.

Letters to the Editor

Editor:

No matter what she does it seems like Jane Braunlich can't win in Bellevue this year. Today I write in response to Virginia Miranda's letter printed on Dec. 11.

Miranda wrote, "I've always been a rule obeyer, which has definitely annoyed more people than I can count." Hmmmm. I'd say Jane Braunlich is a kindred spirit. People who attended Bellevue Council meetings in the past year where Dave Gillingham and friends would roll their eyes and fume as Jane Braunlich pointed out that our law, Bellevue's home rule charter, was being ignored, will realize that.

Early probation end?

Bellevue Council could decide whether to end an employee's probationary period early so that he will be eligible for borough-paid health insurance.

Council member David Gillingham Jr. said at the Sept. 30 pre-council meeting that if council releases recent public works hire George Bauer from probation a month early, he would be eligible to receive insurance benefits through the borough.

Bellevue approves joint zoning code

Bellevue has become the first of three local municipalities to adopt a joint zoning code, paving the way for the state’s first successful implementation of a multi-jurisdictional zoning effort.

Adoption of the code, which grew from the completion of a joint comprehensive plan, is in its final stages, with Avalon and Ben Avon borough councils slated to take action later this month on the code already approved by Allegheny County.

Hearings canceled

After advertising hearings for public comments on proposed amendments to the personnel code and the civil service rules and regulations, some Bellevue Council members showed up on June 24 only to find that no such hearing had actually been authorized.

Bellevue to readvertise civil service commission seat

Bellevue council decided, at its regular meeting on May 5, to readvertise for applicants for an appointment to the Civil Service Commission, after declining to select the only person who filed an application on time.

No quorum again

For the second time in a month, a regularly scheduled Bellevue Council meeting was cancelled due to the lack of a quorum.

The pre-council meeting scheduled for Wednesday, April 29, was not held when five council members were not able to attend. Missing were council president Kathy Coder, vice president Lisa Blaney-Stewart, safety committee chairman Jerry Walter, public works committee chairman Mike Kutschbach and council member David Gillingham Jr.
