Approval of a new contract between Emsworth Borough and Ohio Township for police services has been delayed while Emsworth officials review a clause that has been part of the police services contract for many years.

A motion to approve a new contract was tabled at Wednesday’s Emsworth Council meeting after council member Alex Nalevanko questioned a termination clause that, he said, appeared to provide no limit to what Emsworth could be charged if the borough broke the agreement. He suggested limiting the amount to whatever is remaining due in the contract at the time of the breach.

I’m not sure how many, if any, Emsworth residents are aware that the Emsworth Borough Council is seriously considering closing the Emsworth VFD and moving all its equipment to the Ben Avon fire station in a fire department merger.

As a borough resident and more importantly a homeowner, I find this possible decision very irresponsible. While I’m all for our borough leaders looking for all ways to save money, closing the fire department should not be one of them.

Emsworth Borough has collected more than half of what was owed the municipality in delinquent sewage charges.

Council member Paul Getz reported at Wednesday’s meeting that some $50,000 was owed by the owners of 84 properties, all of which were posted and scheduled for water service termination.

Getz said the notices prompted payment from all but eight of the properties, for a total of $33,000.

New signs will be installed on Route 65 to mark the entrances to Emsworth Borough.

Council voted unanimously at its meeting Wednesday to spend $1,275 for the four feet by three feet signs.

Emsworth Borough has come to an agreement with the Avonworth Girls Athletic Association (AGAA) after officials ensured that borough residents would continue to have access to Mayernik Field.

The proposed lease agreement gave AGAA exclusive use of the field for two fuill years beginning this month, although, according to council member Alex Nalevanko, the youth softball organization planned to sublet the field to the Avonworth Athletic Association (AAA) and the Avonworth School District for use by other sports teams.

Energy efficiency and help with grant applications are expected to result from Emsworth Borough participating in the Allegheny County Energy Program.

Council member Paul Getz reported at Wednesday's council meeting that experts would review energy use at borough facilities and make recommendations for how both energy and money could be saved. They then would advise officials on what grants might be available. Getz said that he hoped Emsworth could obtain a grant to retrofit the heating system in the borough building.

NorthWest EMS will continue to provide emergency services to Emsworth Borough.

At its meeting on Sept. 8, Emsworth Council voted to extend the borough’s contract with NorthWest EMS to June 30, 2012.

Justin Webster, District Chief of NorthWest EMS for the northern boroughs, will be attending council meetings while the contract is in effect.

Mayor Dee Quinn, at the Emsworth Borough Council meeting held on Sept. 8, urged senior citizens and any disabled residents of the borough to participate in the borough's senior wellness program.

Senior citizens or the disabled can be checked on through daily telephone calls from the Ohio Township Police Department.

The mayor stated that some residents were uncomfortable with daily contact with the police. She stressed that residents could participate in the program and opt out of the daily phone calls.

Emsworth Borough's solicitor has been authorized to draft an amendment to the street opening ordinance that will offer some protection to newly-paved streets.

Council voted Wednesday to prepare a new regulation that would require anyone digging up a street paved within the prior five years to mill and re-pave, from curb-to-curb, and area measuring 50 feet on each side of the opening.

Emsworth Borough will hold its annual "Light-Up Night" on Friday, Dec. 4, at 6 p.m. at the borough hall.

Holiday tunes will be sung with the Avonworth Brass Ensemble. The Emsworth Community Club will be selling an Emsworth ornament for $5.50.

Refreshments will be served at the fire station.

School flu update Although Northgate has received confirmation of its first case of the H1N1 (swine flu) virus, the illness has not yet made much of an impact on student attendance.

Superintendent Dr. Reggie Bonfield told school board members Monday that one student has been confirmed to have contracted the virus. Bonfield said they he suspects that other students have as well, but those cases have not been confirmed.

Those working within the borough of Emsworth could be paying a little more in local taxes beginning next year.

Emsworth Borough Council voted, at a special meeting on Sept. 23, to implement a local service tax, which will cost anyone working in the borough $26 per year.

The tax will replace the $10 occupational privilege tax that the borough currently has in place, according to council member Paul Getz.

Getz said that the tax will go into effect at the beginning of 2010.

A one-time donation to the Emsworth Volunteer Fire Company, approved by Emsworth Borough Council at its regular meeting on Wednesday, will help the borough’s firefighters keep up with national standards.

Emergency repair An emergency repair to a lateral sewer line near the Emsworth borough garage was approved by Emsworth Council at its regular meeting on Wednesday.

The repairs will cost some $37,000.

According to council member Paul Getz, the Allegheny County Health Department notified the borough that the sewer line was leaking into Lowries Run Creek.

Council unanimously authorized the repairs.

Council members Ed Politylo and Rob Bennett were absent.

What goes around sometimes goes around -- and around and around…

Or so it seemed when Ohio River Boulevard opened as a state-of-the-art road that linked Pittsburgh to the North Boroughs, terminating, at that time, in Emsworth.

Henry “Hank” Roth, 90, formerly of Emsworth and now an Avalon resident, recalls the day when the road officially opened.

Police investigated, on June 22, two reports of graffiti at businesses on Camp Horne Road. A planter in front of the Emsworth Borough Hall also was vandalized with graffiti, police say.

Michael Rose, 36, of Aliquippa, was charged with possession of drug paraphernalia on Ohio River Boulevard in Emsworth on June 19.

Bradley Becker, 23, of Ben Avon, was picked up in that borough on June 20 pursuant to an Allegheny County bench warrant.

Robert Allen, 35, of McDonald, was charged with driving under the influence on Ohio River Boulevard in Kilbuck Township on June 22.

Emsworth Borough Council has cleared the way for another bar to open up shop in Emsworth.

Council unanimously authorized, at its regular meeting on June 11, the transfer of a liquor license to Gennaro's Cafe, Inc. at 8070 Ohio River Blvd. The license will be coming from an bar in McKeesport, according to borough solicitor Mike Marmo.

A public hearing was held prior to the council meeting for residents to voice their concerns over the transfer. There were no comments from the public.
