Emsworth Council chose from among two candidates to fill a vacant seat, with Mayor Dee Quinn casting the deciding vote.

Both Carolyn Galante and Jason Helfrich were nominated for the seat left vacant due to last month’s resignation of council member Dan Lenz. Both also had their supporters, with Galante receiving votes from council members Alex Nalevanko and Brian Fashian, and Helfrich being backed by Paul Getz and Kevin Yurkovich. Council members Tom Maletick and Ken Kroen were absent.

Quinn was called on to break the tie, and cast her vote for Helfrich.

At the request of Mayor Dee Quinn, Emsworth Council has approved a dress code for elected officials when they attend meetings.

Quinn said that officials should appear in “business attire,” which means no flip flops, tank tops, shorts and t-shirts, among other things.

Council member Alex Nalevanko questioned whether officials could wear items supporting local professional sports teams such as the Steelers. Quinn said Steeler apparel should be limited to anytime when the team is in the playoffs.

Mayor Dee Quinn, at the Emsworth Borough Council meeting held on Sept. 8, urged senior citizens and any disabled residents of the borough to participate in the borough's senior wellness program.

Senior citizens or the disabled can be checked on through daily telephone calls from the Ohio Township Police Department.

The mayor stated that some residents were uncomfortable with daily contact with the police. She stressed that residents could participate in the program and opt out of the daily phone calls.

Emsworth's sewage and sewer surcharge fees will be changing with the next billing cycle after the borough council approved an ordinance amending its fee schedule during the Wednesday meeting of Emsworth Council.

Borough property owners currently pay a flat fee of $50 per quarter, which covers sewage service through ALCOSAN, and a borough surcharge to help pay for mandated sewer-related repairs.

The new fee structure could save some people money, while increasing the cost to those who use a lot of water.

Emsworth Mayor Dee Quinn welcomes new borough council member Alexander Nalevanko after he was sworn in during Wednesday’s council meeting. Nalevanko, his wife and three children reside on Courtney Street, and moved to Emsworth six years ago. He is a teacher with the North Hills School District.

Nalevanko was chosen from among three applicants for the seat left vacant by the resignation of Amy Adams. he was appointed in a 4-2 vote, with David Heflin and Dan Lenz supporting applicant Kevin Yurkovich.

Emsworth will create the borough's first capital fund after Mayor Dee Quinn broke a tie vote at the Feb. 10 council meeting.

Council member Paul Getz said that Emsworth has never had such a fund, and recommended that funds currently in certificates of deposits and money market accounts, totaling around $218,000, be designated for a capital projects fund. The fund would help pay for possible future expenses related to the construction, replacement or repair of any borough property, he said.

Council member Amy Adams questioned why the borough should tie up available monies.

Chief search A police officer who lives in Avalon told borough officials Tuesday not to look too far from home for a new police chief.

With current Chief Robert Howie set to retire this year, council hired a consultant to conduct a search and recommend candidates for his replacement.

By JOHN DOANE A few new faces were present at Emsworth Council's 2010 reorganization meeting Jan. 4 to take the oath as newly elected government officials. Former longtime borough solicitor Mike Marmo, now a judge on the Allegheny County Court of Common Pleas, swore in newly-elected mayor Dee Quinn, incumbent council members Amy Adams and Paul Getz, and new members Dan Lenz and Kenneth Kroen.

The new council’s first act was to keep the status quo for the president of council.
