Bellevue Council voted unanimously at its work session on Tuesday to offer the director of administrative services (DAS) position to an unnamed candidate.

The borough has been without a manager since Connie Flasher resigned in March to accept a position in Eastern Pennsylvania.

Details of the new employment contract are not being released pending acceptance by the candidate.

Bellevue Council's finance committee is expected to hire an interim director of administrative services (DAS) in the near future, having received permission to do so from all of council at the regular meeting Tuesday.

DAS Connie Flasher has held that job for just over two years. She said that she had accepted a position with a municipality in eastern Pennsylvania that will put her closer to her children and grandchildren.

It took considerably longer than the 15 minutes allotted Tuesday evening for Bellevue Council to approve a 2010 budget, but officials worked together to come up with a balanced spending plan.

Already nearly a month late due to procedural errors, the budget was expected to be approved quickly in a special meeting on Jan. 26. Officials, however, arrived to find that no actual budget was attached to the ordinance they were voting on, and the latest version of the budget distributed to council did not match the earlier advertised summary, and was not, in fact, balanced.

With four officials not invited to take part in an early swearing-in ceremony, the night took a turn for the worse as council members got a few surprises before the evening ended with a plea from the mayor for everyone to check their egos at the door.

Bellevue’s chances of approving a 2010 budget by the end of the year went up in smoke last Friday night when a scheduled public hearing never got off the ground.

Although five members of council were in the room at 6 p.m., when the budget hearing was supposed to start, two refused to participate because they said the borough administration had failed to comply with Bellevue’s home rule charter in terms of the pre-hearing mandated advertising.

Parking lot problems Excavation for a parking lot adjacent to Bellevue's borough hall turned up more than anyone expected, with the result that it will cost more to finish the lot.

Engineer John Rusnak told borough council members Tuesday to expect a "change order of some magnitude" due to "unforeseen site conditions" discovered as the contractor excavated the site.

Election day could come a month early for one candidate for Bellevue Council.

Council currently has a vacancy created by the Aug. 26 resignation of third ward representative Jerry Walter. Although Walter did not remove his name from the Nov. 3 general election ballot, he is not considered a viable candidate. That leaves Democrat Mark Panichella in good position to be elected to the seat next month.

He could, however, be appointed to fill the council vacancy as early as next Tuesday, during council's regular meeting.

Early probation end?

Bellevue Council could decide whether to end an employee's probationary period early so that he will be eligible for borough-paid health insurance.

Council member David Gillingham Jr. said at the Sept. 30 pre-council meeting that if council releases recent public works hire George Bauer from probation a month early, he would be eligible to receive insurance benefits through the borough.

Bellevue Council's parks and recreation committee has recommended selling a portion of Memorial Park.

The portion in question is the lot along Bellevue Road that Bellevue was forced recently to clear of vegetation, debris and stored building materials.

Because all of Memorial Park lies within Ross Township, rather than Bellevue, the property is subject to Ross property maintenance laws. After the township received complaints this summer from residents along an adjacent street, Bellevue cut down trees, removed poison ivy, and was forced to find a new home for stored bricks.

Sewer repair payments Two payments for sewer repairs were authorized by Bellevue Council earlier this week.

Council approved, at its regular meeting on Sept. 1, a payment to Fleming-Walker, Inc. of $87,362.95 for sewer repairs. The repairs were mandated by the consent order aimed at cleaning up area municipalities' sewers.

Borough engineer John Rusnak told officials that the company will begin to line the sewers next week.

Beattie project expanded

The A.W. Beattie Career Center board has decided how to spend the last of the excess bond funds.

Approximately $3 million in bond funds were left over when bids for the renovation project came in under what was projected. The board already had decided how to spend $2 million of that money, with about $1 million going towards paying down the debt created by the bond, and another $1 million going towards more energy efficient repairs.

Bellevue Council wants to negotiate with the Northgate School District over sharing the cost of the Glaser Avenue rehabilitation, but council members disagree on what portion Bellevue should contribute.

Shared passes? Shared services at the Bellevue and Avalon swimming pools might someday go a step further.

This year, for the first time, the two boroughs are sharing a pool manager and lifeguards, coordinating programs and moving personnel between the pools as necessary.

Bellevue parks committee chairman Steve Mosolansky, speaking at the pre-council meeting held July 24, suggested allowing pass holders at both pools to visit the other pool at no additional charge.

Bellevue council decided, at its regular meeting on May 5, to readvertise for applicants for an appointment to the Civil Service Commission, after declining to select the only person who filed an application on time.

A $1.2 million renovation project for the borough building was approved unanimously by Bellevue Council at its regular meeting on May 5.

Jeff Foreman, an architect from the Eckles Group, which designed the building renovations, was present at the meeting and said that he had received the bids for the work to be done on the building.

According to director of administrative services Connie Flasher, the project includes renovating the administrative office area, making the building handicapped accessible, replacing the flooring in the building, and electrical, heating and cooling work.
