Emsworth will create the borough's first capital fund after Mayor Dee Quinn broke a tie vote at the Feb. 10 council meeting.

Council member Paul Getz said that Emsworth has never had such a fund, and recommended that funds currently in certificates of deposits and money market accounts, totaling around $218,000, be designated for a capital projects fund. The fund would help pay for possible future expenses related to the construction, replacement or repair of any borough property, he said.

Council member Amy Adams questioned why the borough should tie up available monies.

Chief search A police officer who lives in Avalon told borough officials Tuesday not to look too far from home for a new police chief.

With current Chief Robert Howie set to retire this year, council hired a consultant to conduct a search and recommend candidates for his replacement.

By JOHN DOANE A few new faces were present at Emsworth Council's 2010 reorganization meeting Jan. 4 to take the oath as newly elected government officials. Former longtime borough solicitor Mike Marmo, now a judge on the Allegheny County Court of Common Pleas, swore in newly-elected mayor Dee Quinn, incumbent council members Amy Adams and Paul Getz, and new members Dan Lenz and Kenneth Kroen.

The new council’s first act was to keep the status quo for the president of council.

Contract extended A contract for garbage pick-up in Emsworth was extended for another year during the borough council’s regular meeting on Wednesday.

The current contract with Waste Management was due to expire at the end of the year, but it has been extended until Dec. 31, 2010. It will cost $189.48 per household unit, which is an increase of $8.16, according to council member Amy Adams. The increased cost will be paid by property owners.

Emsworth quits COG

Emsworth officials have decided to cancel the borough's membership in the Quaker Valley Council of Governments as a cost-cutting measure, but the savings may not last long.

Borough council member David Heflin said that 2010 dues would run $1,600-$1,900, a sum council member Amy Adams said could be better put toward balancing next year's budget because the borough does not use any of the services that come from being a QVCOG member.

School flu update Although Northgate has received confirmation of its first case of the H1N1 (swine flu) virus, the illness has not yet made much of an impact on student attendance.

Superintendent Dr. Reggie Bonfield told school board members Monday that one student has been confirmed to have contracted the virus. Bonfield said they he suspects that other students have as well, but those cases have not been confirmed.

Emergency repair An emergency repair to a lateral sewer line near the Emsworth borough garage was approved by Emsworth Council at its regular meeting on Wednesday.

The repairs will cost some $37,000.

According to council member Paul Getz, the Allegheny County Health Department notified the borough that the sewer line was leaking into Lowries Run Creek.

Council unanimously authorized the repairs.

Council members Ed Politylo and Rob Bennett were absent.

Budget cuts?

Avonworth administrators may look to budget cuts for Avonworth Elementary School in order to provide additional consulting services at the school.

Board treasurer Frank Mucha said at the board's regular meeting on Monday that the district is looking at entering into an agreement with John Esaias for consulting services for the first semester of this school year.

The agreement would pay Esaias $50 per hour, to work two days a week, at a cost not to exceed $12,500.

Settlement reached Emsworth officials have approved a settlement for payment of back taxes by the owner of a Grant Avenue property.

Council members went into executive session at their July 8 meeting to consult with solicitor Michael Marmo about the matter, which involved a bankruptcy and court action.

The borough will receive $6,400 as part of the settlement, Marmo said.

Liquor license Emsworth Council gave final approval July 8 to the transfer of an additional liquor license into the borough.
