The Allegheny County Health Department has fined Shenango, Inc. on Neville Island $114,000 for air pollution violations, and ordered the company to submit a plan to eliminate excessive fugitive emissions from its coke ovens.
Jim Thompson, manager of the health department’s air quality program, characterized the violations as “significant exceedances” of county emission standards.
“Shenango has been cited 114 times since the beginning of the year for excessive emissions that contribute to increased levels of the particulates and hazardous air pollutants. The emissions occur during pushing operations, when hot incandescent coke is removed from an oven and transported to the quenching station.”
The order requires the company to submit a plan by Sept. 26 that details actions already under way, and that will be taken in the future, to bring and keep coke oven operations in compliance with county air quality regulations. The plan must include a timetable with completion dates for each corrective measure.
In addition, the health department has increased the frequency of inspections from weekly to daily, and will continue the enhanced monitoring until the violations are corrected. The company remains subject to additional fines for any further violations.
The plant, which produces coke and various by-products, consists of one coke oven battery made up of 56 ovens and processes about 1,500 tons of coal per day.
