Although a grant is expected to cover the cost of fixing the West Bellevue Road sanitary sewer, Avalon Council has agreed to share any cost overruns with Bellevue.
A resolution approved by council Tuesday states that the borough will be responsible for 50 percent of any cost overruns. Solicitor Rich Canciello, however, said that the 50/50 agreement was a one-time deal and the agreement makes clear that the occasion will not set a precedent for any future projects involving this or any other shared sewer line.
Avalon officials previously had argued that because only 13 percent of the sewage flowing into the line comes from Avalon, the borough should not shoulder a full half of the mandated repairs.
Council member David Dixon objected to the agreement because it did not cap the amount that could be paid by Avalon if the overruns totaled tens or hundreds of thousands of dollars. Engineer Rob Arnold said that was unlikely, because cost estimates had been very conservative to make sure that the grant would pay for the work.
Council member Dan Sefick was absent.
