Bellevue Council has once again found itself in the position of needing to hire someone for the swimming pool, but not having any funds budgeted.
A motion to hire two people to work as cashiers ran into problems at council's work session on Tuesday when council member Jane Braunlich pointed out that the budget line item being used by the parks committee had already been spent.
"You cannot take it out of that line item. That line item no longer exists," Braunlich said.
Council ran into a similar problem earlier this year when it voted to hire a pool management company and then discovered that there were insufficient funds budgeted for 2010.
Parks committee chairman Lisa Blaney-Stewart and council president Kathy Coder argued that the two cashiers had to be hired or there would be no one to take money when the pool opened on Thursday.
Public works supervisor Tony Barbarino said that some money could be found in what was budgeted for overtime pay for DPW employees who are certified pool operators. In the past, Barbarino said, the men have worked their regular shifts during the week and come in for overtime on weekends. By changing their regular schedules to cover weekends, the overtime could be avoided, he said.
It had not yet been determined how much money that would provide for paying the cashiers, however.
An initial $5,000 could be taken from the DPW's seasonal employees budget, and that would pay for the cashiers for the first two weeks, officials said. Council voted 6-1 to hire the cashiers, with David Gillingham Jr. opposed because the hiring was not contingent upon sufficient funds being identified to continue their employment through the summer. Council members Linda Woshner and Mark Helbling were absent.
