Emsworth will have to pay an engineering company nearly $30,000 even though plans it developed for a temporary Herron Avenue Bridge cannot be used.

Council president Maria West said that the Pennsylvania Department of Transportation (Penn-DOT) vetoed plans for a temporary span to carry traffic over the Lowries Run creek, saying that the proposed temporary bridge would not work in the location selected.

Plans call for a temporary bridge to be placed at another location along the creek later this year, West said, with construction of the new bridge in 2012. That bridge will be financed primarily by the federal government, according to council member Paul Getz, which will pay 80 percent of the cost, with Allegheny County paying another 15 percent, and the borough responsible for only 5 percent of the cost.

Council voted to pay Ammann & Whitney $29,496.80 for engineering services.
