Ben Avon proposes ’11 budget

At their Nov. 16 meeting, members of Ben Avon Council presented a proposed budget of $1,050,762 for 2011.

The budget lists tax revenue income of $832,520, the majority coming from $520,754 in current real estate tax collections. Other income includes $22,815 from prior year real estate taxes; $25,000 in real estate transfer tax; $232,577 in current earned income tax; $30,694 in noncurrent EIT; and $680 in occupational privilege tax.

The estimate for major sources of non-tax revenue is $218,242, which includes: $39,114 in liquid fuels allocation; $32,556 cable franchise fee; $31,556 from county sales tax; $24,200 total fire service revenue from Ben Avon Heights and Kilbuck; $23,716 for delinquent sewer charges; $16,068 rental income; $12,624 for fines; $12,549 fire relief grant; $6,585 for Pennsylvania pension allocation; and $5,879 utility cost reimbursement.

Expenses for administration costs are estimated at $139,960, including: $39,000 for the borough engineer and other engineering services; $33,727 for the solicitor; $17,400 for the secretary's salary; $12,949 for the bookkeeper's salary; $6,200 for building inspection/code enforcement; and $5,760 for auditors.

Proposed police expenses total $235,957, with the majority -- $228,912 -- going to pay the service contract with Ohio Township. The public works total is $188,050, including $51,272 and $42,952 for foreman and labor salaries, respectively; $22,864 for street expenses; and $18,079 for road salt.

Among other major expenses are $211,925 for remediation and repair, including $175,000 and $21,925 for street repair and sewer repair, respectively: $50,425 for public safety services; $39,824 for buildings and property; $39,758 for insurance; $23,882 for tax collection; $22,445 for ALCOSAN liability; $20,967 for ACORD park assessment; $14,200 for the fire department; $12,549 for fire relief reimbursement; and $10,000 for the Bookmobile.

Council voted unanimously to advertise the budget and will vote on it at the Dec. 14 meeting. A copy of the budget is available in the borough office for anyone who is interested.

Corder said that the property tax rate will remain undetermined for now. It is derived from a formula based on the assessed value of property, which the borough does not receive from Allegheny County until January. At that time, council will levy the millage.
