Bellevue official arrested

Council member may have been under the influence of narcotics

A preliminary hearing is scheduled to be held Thursday for a Bellevue elected official charged with driving under the influence after her vehicle hit two parked cars on July 7.

Information regarding the arrest of Bellevue Council member Lisa Blaney-Stewart has just been released by Bellevue Police, who initially issued a police blotter report that indicated that there was no notable police activity on July 7.

At 9 a.m. that day, however, Allegheny County 9-1-1 received a call from a motorist who reported following a car on Orchard Avenue that was “swerving all over the roadway.” While Bellevue Police officers James Dold and Aaron Nutter were en-route to the scene, they were informed that the vehicle had struck a parked car.

The officers arrived to find Blaney-Stewart’s young daughter -- who had been a passenger in the car -- sitting on the curb. She told police that her mother had hit another parked car further up the street. The girl said that she was not injured, according to police.

Blaney-Stewart herself was still behind the wheel of the car. The complaint filed by Dold describes her as disheveled in appearance, with slurred speech and glassy and bloodshot eyes.

Police say that Blaney-Stewart informed them that she had taken Vicodan, a narcotic painkiller, but that she had not consumed any alcohol that morning.

According to police, Blaney-Stewart had trouble responding to questions or following instructions, and failed a number of field sobriety tests. She was taken to Allegheny General Hospital - Suburban Campus for a blood draw, then taken to the Bellevue Police station where, police said, she repeatedly nodded off.

According to Police Chief Matt Sentner, the Allegheny County Crime Lab has not yet released the results of blood tests that will determine what substances were ingested by Blaney-Stewart and their quantities.

At this time she is charged with driving under the influence of alcohol or a controlled substance.
